What is more important good governments or good citizens?
As I see it there cannot be any doubt that a nation is construed not by its governments but by its citizens... and that is why we must always make certain that the citizens are on top of their governments and not the other way round.
In the world there are many organizations defending the rights of sovereign governments, much fewer the rights of sovereign individual citizens.
The primary purpose of a constitution is to defend the citizens against their own government and so now we need a global constitution to defend global citizens againts their global governments.
